What it means: The message by which the office of exit (e.g. a seaport) reports the result of exit supervision to the office of export — including the actual exit. Based on it, the office of export generates the exit confirmation for the declarant.
What to do next: This message travels between customs offices — the exporter does not see it. If the export happened but the confirmation is missing, a missing IE518 from the office of exit is a common cause (e.g. due to an unclosed MRN in the port system).
